Three Energia rockets are said to be under construction at the OSG Springbok astrospace factory in South Africa. As they are no longer used as commercial launch vehicles they are expected to be used to expand the Lion-1 space station as happened last year.

Commentators are puzzled by this latest move as they believe that OSG cannot have outgrown the capacity added last year.

Two thirds of the Lion-1 space station is detached and is launched, on a two year journey along a chaotic transfer orbit, to the Earth-Moon L1 point. The chaotic orbit which it follows allows its mass to be 80% larger than for an equivalent fuel expenditure along a Holmann transfer orbit. The crew will follow on a quicker Holmann orbit in two years.

World leaders hold a summit in Tokyo to discuss the partitioning of the lunar surface.

In a move reminiscent of the Antarctic Treaty signed in 1959, world leaders discuss establishing agreed national exploitation zones on the Moon's surface. The expected result is a Lunar Treaty Organisation which will regulate access to and use of the lunar surface.

The summit is in response to the recent launching of two-thirds of OSG's Lion-1 space station towards the Moon earlier this year. It is, however, doubtful that any entrepreneur who establishes a Moon base will recognise the jurisdiction of Earth's absent nations on the lunar surface.
